It was a bit noisy, but I'd attribute that more to the hotel's location, or perhaps just the general urban environment in India, rather than the hotel itself. Things might have been different had I been given a room on the quieter, inner side instead of facing the road. The service was excellent, and the staff were incredibly friendly. For this price point, the level of service was truly exceptional. Overall, despite the noise, I was completely satisfied!

There is no hair dryer in the room. I heard you can borrow one at the front desk, but it was too much of a hassle so I gave up. This is a big minus. I wish they would put one in every room.
Outside the room is a free space where you can interact with people in other rooms. There are also free drinks and snacks provided, making it feel like a student dormitory. Fortunately it was quiet on the day I stayed there, but it would be noisy if people talked until late at night.
There are no toothbrushes or other amenities, and the amenities are minimal, so you have to bring everything yourself.

A good hotel, European level. Cleaning every day, the air conditioner works well, but it blows not on the bed, but next to it (this is good if you don't want to get sick). A very modern system - no need to carry keys or a card - enter the room with a 6-digit code. Or you can scan the QR on the door and it will open itself if you have registered in their system. There is always water, slippers, shaving accessories, brushes, a set of dishes, etc. in the lobby. There is also a coffee machine that makes delicious cappuccino with milk and foam. In the refrigerator there are Shveppes and cookies and chips for free. This is very nice. 
At the hotel you can wash your clothes, hand them in at the reception and get them back the same day or the next. Washing clothes at the hotel is quite expensive, but we had to use it. 
The food is not very varied, but you can order an omelet or Indian dishes from hot dishes: dosa, grilled paratha and others. CONS: I brought an expensive medicine with me that needs to be kept in the refrigerator. There is no refrigerator in the room and I gave the medicine to the reception manager for safekeeping so that they could put it in the refrigerator. When I came to pick it up, my medicine was not cool (it is in foil and stays cold for some time). I was very angry. If it does not work now because of the negligence of the hotel staff, my health will deteriorate, and the medicine was brought from Russia and it is very expensive. Such things are not sold in India. Also, hotels in India can usually change currency. Here I asked to change currency and I was asked to wait 1 hour. An hour later I came to the reception and they told me to wait another hour. An hour later I came and they told me to wait another hour and I got angry and left. The exchange rate in the city with USD is more favorable and faster. The hotel does not change money immediately, they wait a long time for some courier and give a bad exchange rate.

Well, it is reasonably clean.
The staff are friendly and it's quite nice.
It's my first time in India, so I wonder if it's normal not to have a hair dryer.

It's about a 20-minute walk to New Delhi Station, so it's doable if you try.
On the other hand, the biggest drawback is that the train tracks are nearby and you can hear the train horns blaring until late at night.

Bloomrooms Calangute is at the main center of North Goa, walkable distance to Calangute beach. Baga beach is just 1.5 km away. Many restaurants are nearby. Coming to the hotel, this is my 10th stay in this hotel. Every time I visit Goa, I book this hotel, because it provides good facilities at an affordable price. I have stayed in a value queen bed room, the room size is good.  The desk and a chair are available to work from the hotel. Mobile networks are good, hotel wifi is poor. Breakfast is good, you will have bread options, south Indian breakfasts, and an egg menu. The swimming pool is big and clean.

The check in was a little bit chaotic- but this was mainly down to other customers not respecting others and was being quiet rude and forceful with their de***ds to the staff. However, they were kinda and calm to everyone which was nice. Additionally, the staff in the restaurants were very helpful and friendly and the food was nice. The bedroom is basic but very clean and has everything you need in it.
