I went specifically for this event, but it turned out to be a cosplay gathering of young Japanese people. There were many foreigners and Koreans, and the locals were mostly anime and manga enthusiasts. It's similar to a Halloween event at Happy Valley, with a haunted house and exhibitions. I happened to see the parade and the "hundred ghosts dancing" performance, which lasted about half an hour. It was incredibly crowded. I don't recommend eating inside; you can go out to eat after the event.
