See Keystone Tombs Clearly
Unfortunately a bit cloudy during our visit, but we were able to see the various keystone tomb sites much better than you can appreciate from the ground level. Absolutely nice facility and free!

The observation deck was on 21st floor of the City Council of Sakai which offered the 360 degrees view of Sakai city, included the ancient burial grounds. It was small but free of charge.
Wifey suggested that we must come here, just before we take the Nankai Line back to Osaka/Umeda. Located just opposite Sakaihigashi Station of the Nankai Koya Line station it is the tallest building ...
Lots of information and displays in English as well as Japanese. The best place to see the Kofun (ancient tombs) from. Also good for a night time view of the city. Free.
