I highly recommend the Palace of Fine Arts in Brussels. Although it is not as famous as those in Paris, only Paris can match it. The half-day schedule is very tight. Here is the richest collection of Bruegel, Titian's works throughout the period, and masters such as Vermeer, Caravaggio, Dürer, Rembrandt, etc.
