Fenghuangshan Park, in Licheng's old town, originally was called Chungang (Spring Rock). Its current name, which means 'Phoenix Hill', comes from a Song Dynasty legend, that tells of a pair of phoenixes circling the skies above the hill before perching on a tree for several hours. To commemorate this, the name was changed and the park's Phoenix Pavilion was built. This pavilion was rebuilt in modern times, as part of massive investment by the local government into the renovation and expansion of the Park. This included adding educational and recreational elements such as a cultural palace, a multimedia center, and a children's play area, all of which make the Park a wholesome tourist spot in Licheng's busy downtown.
