This place is not located in down town, however It can be reached easily by taxi or public transport. It would take you 15 - 20 min by car as its 4km away for city centre. The whole visit, including walking around and taking pictures should last between 1 to 2 hours. It is more comfortable to visit this place in the morning or late afternoon as the weather is quite hot. This is an impressive building extensively decorated both inside and outside with great amount of details. The main attraction is the big sleeping Buddha on the grass. Quiet a big areal and nice walk, so do not do this at midday. There is some shade on the surrounding walkway, but also the walk to the different sight is uncovered. The Stupa is really big for Laos, if you have been in Burma Yangon maybe small! the color is really nice and golden and the light does reflect nicely.
