Constructed in 1942 on high around overlooking Meilun Creek and offering views of Hualien Harbor, Pine Garden was the administrative office for the Imperial Japanese Naval Administration. Originally a command post, the building’s location made identifying ships and aircraft entering Hualien easier. During the later stages of World War II, the Japanese Imperial Navy shifted major command operations here. In 2000, the Hualien County Government designed the area as a historic building worthy of preservation.
