Not safe, be aware of your surroundings.
The structure is indeed very impressive. However, that area in Naples it is not safe to wander, as well as very dirty. We didn't feel spending much time there. Sad!

Well preserved city gate. The square is vivid day and night, with all kinds of people hanging around or passing by. Anyways, it's not somewhere you want to go alone.

Due to lots of earthworks around Porta Capuana it was difficult to appreciate the gate fully. But it still is VERY impressive to see.
