In a special Vietnamese snack bar, the vegetable spring rolls in it taste very good. There are also leek dumplings, but there is no vinegar, and garlic is eaten, which is a bit bad breath. The fried noodles are similar to those in Shanghai.
Been eating there for 2 days (the lenght of our staying in Phnem Penh). Really nice people, all of them speak English pretty well. The food was awesome, tasty and well prepared, especially the handmade noodles and dumplings. The menu is also kinda long. Recommended without reserves if you are in the aerea
I also like to eat their fried spring rolls, and seafood fried noodles. Their home fried noodles like a little bit of hand-cut noodles. It is quite chewy, seafood is also delicious!
