The most lively festival in Puno, about the second week of February, celebrates the Day of Our Lady of Candelaria, the guardian of Puno City-Our Lady of Candelaria (every city in Peru has our Lady of Guardian). During the three days of the weekend, the locals sent out dance competitions throughout the city, dressed in national costumes, jumping from sunrise to sunset.
The area is full of tourists, although you need to go only to see some old buildings. Waiters will try to draw you in from the cafe's in the square unless you really want to sit in the crowded cafes where the people roam and seek out the area. There are street performers with all sorts of high quality views of day and night.
The local national costumes and performances are very interesting.
This is the biggest festival in the Puno area and every time there is a fair amount of people gathered to commemorate the Virgin Mary
