Located at the south end of North Street, also known as Dabei Pavilion. It is reported that Zhang Rouchu, a Mongolian han Dynasty general, was built in the Song and Jin era. It was rebuilt after being burned during the Qing Qianlong period (1736-1795). Sitting north to south, there are 3 gate halls in front, three floors of heavy, the second floor of the bell and drums is symmetrical and standing, the Daci Pavilion is 31 meters high, majestic, and can be seen for dozens of miles. The people of the past had the poem "Yanshi Zhulou treetops to see, the picture of the Golden Pavilion and the blue clouds". It is listed as one of the eight scenes of Baoding and is called "City Pavilion Lingxuan".
