If you have short time in Tokyo you may skip this spot as walking inside the huge garden takes long time and not much to see. But if you have min 4-5 days to spend in Tokyo, you can spare 2-3hrs for this location. Beautiful garen though.
I went there during the cherry blossom period in April 23. nice place to jog around the palace and watching the rows of cherry blossoms outlining the palace.
