It is on the way to sightseeing at Ashio Copper Mine (access from the Kiryu City side of Gunma Prefecture instead of from the Nikko side), and you can also go through the opposite road on the way back, so look at the outbound route from the observatory. The return route will pass on the opposite side of the national highway, which is different from the national highway, and you can return to the national highway through the top of the dam.
