Excellent open-air museum.
Well organized site. Sign boards in English provide a lot of information. Interesting to see how prisons evolved and changed over the years. Well worth the visit.

Drift ice is not berthed in Monbetsu and Abashiri due to the unseasonable warmth in February. There is a reception desk for the drift ice sightseeing icebreaker Aurora in the roadside station. The Monbetsu Garinko proceeds while crushing ice with a drill, and this one seems to climb on the ice like an Antarctic observation ship and crush it while proceeding.
