It is located in Cape Soya Peace Park. It is a place made with a watchtower to monitor the movement of the Russian Navy. It is said that it is the only existing building in Wakkanai in the Meiji era. Naturally, it is in a place with a good view due to its role, so it can be used as an observatory.
When I came to Cape Soya and returned to the parking lot, I saw it with the lighthouse. It was on a hill in Cape Soya Park opposite Cape Soya, so I went there immediately. I walked up, but I could drive up. It seems that it was built to monitor the Baltic Fleet in a building from the Meiji era, and I felt the history. I could climb up and see Cape Soya from the hill, but the wind was really strong and I almost fell from the stairs with the wind.
