Xibaipo is located in the middle of Pingshan County, Hebei Province, and is the seat of the headquarters of the Central Working Committee, the Central Committee of the Communist Party of China and the PLA during the liberation war. In May 1947, Liu Shaoqi and Zhu De led the Central Working Committee to enter Xibaipo. In May 1948, Mao Zedong, Zhou Enlai, Ren Xuan led the former Central Committee and the PLA headquarters to Xibaipo to meet with the Central Working Committee. Here, Mao Zedong and his comrades held the National Land Conference of the Communist Party of China and passed the Outline of the Chinese Land Law, which realized that the tillers had their fields. The three major battles of Liaoshen, Huaihai and Pingjin were commanded, and China's fate was determined; the second plenary meeting of the 7th Central Committee of the Communist Party of China was held, and the blueprint for the new China was painted. On March 23, 1949, the headquarters of the CPC Central Committee and the PLA left Xibaipo to go to Beijing for the founding of the People's Republic of China. New China came from here.
