It is an observatory with a panoramic view of Oyama. When I went there, I couldn't see it hidden in the clouds, but there are shops, so it's a good place to take a break.
This is the only place where you can see all the three mountains of Hiruzen in the north and Hiruzen in the south. However, when it snows, the traffic will be closed, so I think it's better to go from early summer to early autumn.
