邢台丰乐园始建于1998年，该园是市交通局响应国家&ldquo;扶贫攻坚，绿化荒山&rdquo;口号，而实施的&ldquo;万亩荒山&rdquo;开发工程的一部分。为了解决养路工再就业问题，全国劳动模范、时任市交通局副局长兼公路处处长范永丰同志抓住了国家&ldquo;扶贫攻坚、绿化荒山&rdquo;的机遇，提出进军太行，开发荒山的构想。在临城、内邱、邢台县等地承包荒山一万亩，建起&ldquo;一区两基地&rdquo;即扶贫开发荒山试验区、交通职工转岗分流基地和交通职工旅游、疗养、娱乐基地，并把临城荒山基地作为开发实验区。
