It's a beautiful building right at Murillo Square. We only observed from the square. We understand you can have your picture taken with the guards but didn't do so. Seemed like an imposition to us.

This palace is found in Murillo Plaza in downtown La Paz and is close to several other important government buildings. It is worth a visit to the plaza to take in the entire area.
This is a beautiful and impressive building which stands out in the Square. You are not allowed to visit inside. You see a lot of flags flying on this Palace building.
