It is called (Higashikorokan). A facility mainly for entertaining foreign envoys of guests in Bohai. In Heiankyo, East and West Korokan was built on the left and right across Suzaku Oji on the north side of Rajomon, but it seems that it moved to this area of Shichijohoku with the establishment of East and West City during the Kojin era (810 ～ 24).

It's a guest house now. It was built in the Heian period as a guest house for Bohai (dedicated) missions located on the coast of the Sea of Japan from the northern Korean Peninsula to Russia.
