A great view of Yamagata city and the surrounding mountains and it's free!
We accidentally discovered this observation floor as we stayed in the Washington Hotel and the front desk is also on this floor. The Observation Lobby has several soft seats and large windows to enjoy...
There was a free view lobby on the top floor of Kasumi Castle Central, 24 floor

Kashiro Central is a skyscraper that is directly connected to the west exit of Yamagata Station. This building looks like a complex building where public and private people are mixed, but some of the top floors, 24, were open for free as an observation lobby. Is it the tallest building in Yamagata City? It is a spot where you can see the cityscape of Yamagata and the surrounding mountains 々 without any obstruction.
I went there last October when I traveled to Tohoku on the 150th anniversary ticket of the railway. I arrived in Yamagata City on the day and saw the night view here at night. It was the night of October 25th at this time, but it was a little cold. This was the first trip to stay in the center of Yamagata city.
It is a short walk from Yamagata Station. The observatory is free. It seems to be the second highest in Yamagata Prefecture, and the first is the 41-story Tawaman in Kamiyama City. From the observatory, you can see Yamagata city and there are chairs so you can rest. There was also a piano that I could play freely.
Kashiro Central is directly connected to Yamagata Station. When the weather is nice, you can overlook the scenery. There are chairs so you can relax. Some people clean it regularly, but when I saw the floor cleaning right at the foot of the customer, I thought that I didn't have to be in front of me.
