Perhaps it's to cover maintenance costs or something else? I feel like there's some regional disparity. You could get half price, too.
For those traveling alone, I recommend purchasing a small transportation package within the park. The mountain bus is highly recommended; it's a must. The penultimate stop offers a bird's-eye view of several major Chengde attractions. The lake boat is just okay—you'd miss it if you didn't, but then you'd feel completely unnecessary if you did. We didn't take the plains boat; the tour guide said there was only one attraction, but I'm not sure if that was true, so we skipped it. I hope this helps others who haven't been yet.”
