The Shrine is nice especially if you know a bit of history about the Three Kingdom Dynasty or are interested. There are a few places where there are English explanations but for the most part things were in Chinese. The attraction area is not too big and you can easily reach via metro. You can also reach here via a bus shuttle from Panda Research Base if you exit from South Exit for $10. Look out for free guides given by school students on the weekends. They are extremely knowledgeable and can explain things in Chinese.

Definitely go for the morning session, book a sightseeing hop on and off bus. Start at the second drop off point and move on from there. The pandas are active very early when they eat and play. After eating they go to sleep. We were there when the gates opened at 8am and we saw so many pandas and got the most beautiful photos and videos!
